HB2 and PREP funding represent the most significant investment in the Texas educator pipeline in a generation. Most districts have moved quickly to capture it. The harder question — the one this conversation is designed to answer — is what you build once you walk through the door.
PREP funds the entry point. It addresses the first stages of an educator's career. But the six stages that follow — induction, master educator, mentor, content leader, building leader, system leader — receive no dedicated funding from HB2. And yet those are precisely the stages where districts lose their best people, fail to build mentorship structures that make early investment pay off, and never develop the leadership pipeline that sustains improvement over time.

David Palumbo is a Texan — in all the ways that matter. He lives here, his children graduated from Texas public schools, and his grandchildren will go to school here.
